Hydrovac & Hydro Excavation in Lansing
Lansing's utility picture is unusual: the city-owned Board of Water & Light runs electric, water, steam, and chilled water, and it is rebuilding its downtown district energy network.

Unlike most Michigan cities, Lansing has one municipal utility, the Lansing Board of Water & Light (BWL), that provides electric and water service and also operates a downtown district energy system supplying steam and chilled water. That means a downtown dig can involve steam and chilled-water lines alongside the usual water, sewer, electric, gas, and telecom.
Steam-to-hot-water conversion
BWL says it is replacing its century-old steam system with a closed-loop hot-water system over roughly 15 years, with construction beginning in 2026. Projects like this involve a lot of digging next to existing live lines, which is exactly where soft excavation is used. Steam lines are marked in yellow under the APWA color code, the same color as gas.
Lead service lines: already done
Lansing is a notable exception on lead pipes. BWL reports it replaced its last active lead service line in December 2016, after a program begun in 2004 that replaced 12,150 lines at a cost of $44.5 million. So unlike Detroit, Grand Rapids, or Kalamazoo, Lansing hydrovac work is less likely to be lead-line driven.
Soils and terrain
The Lansing area is largely a flat glacial till plain, generally clay-rich, cut by the Grand and Red Cedar river valleys. Clay till is slower to cut than sand. Near the rivers, expect a higher water table and looser alluvial soils.
Typical Lansing-area requests
- Potholing near district energy, water, and electric lines downtown
- Fiber and telecom crossings in Ingham, Eaton, and Clinton counties
- Utility exposure for road and campus-area construction (Michigan State University in East Lansing runs its own campus utility systems, so coordinate with the facility owner)
- Winter heated-water digging
